Abstract
Aim: This study aimed to explore the costs and outcomes associated with moving people with disabilities from institutional to community-based and independent living.Method: A review and analysis of the existing literature on deinstitutionalization and community-based living was conducted to draw out the lessons for countries just beginning this transition process.Results: This paper will present the conclusions from this analysis.Conclusions: The study provided recommendations for European organizations and Member States to help the transition to occur. These recommendations include afourfold focus on 1.Strengthening the vision of new possibilities in the community; 2.Sustaining public dissatisfaction with current arrangements; 3.Creating some practical demonstrations of how things can be better; 4.Reducing resistance to change by managing incentives for the different actors in the process.
