Abstract
This brief discusses the challenges facing the international system in light of the seeming decline of the Western rule-based liberal order. The author contends that if decision-makers are to cope with a rapidly emerging polycentric world characterized by compounding complexity and declining constitutionalism, new forms of statecraft are needed and that partnership diplomacy may well be the best way forward.
