Abstract
It is now 20 years since the Conservative government led by John Major, secured the passing of the Railways Act 1993. This Act led to the fragmentation and privatization of British Rail (BR), including the complete separation of infrastructure ownership from franchised train operations. Hence, this anniversary year seems a suitable point to reflect on the future of Britain's privatized railway system.
