Abstract
<p>This report investigates the implementation and operation of community care arrangements, and in particular care management, for people with HIV/AIDS in the two London boroughs of Lambeth and Hammersmith and Fulham. Chapter One contextualises the project and describes the research design. The project fieldwork ran from October 1992 to September 1994 inclusive. The evaluation was designed to examine issues concerned with management, particularly across the purchaser/ provider divide; with process in providing care management; outcomes; and to provide a commentary on the effectiveness of care management for this client group. At the core of the study is a sample of 51 clients of each borough. A range of evaluation hypotheses are developed out of the claims and criticisms of previous research on care management, though there has been little previous concern with the implications for this client group.
