Abstract
<p>We already have most of the logical framework needed to produce good local targeting policies. The challenge is to integrate them, and to clothe them with useful quantified knowledge at the local and national levels. For that, we need consortia of the DH, field authorities and academe, to establish the laboratories in which we could develop, analyse and use the minimum data set for care-managed community care we have been advocating for at least a decade (Davies and Challis, 1986). The talk illustrates this with a number of propositions.,
