Abstract

The overall aim of the study is to:

1. Determine the range of activities being funded by the BCF, including the scale of the various schemes covered by the fund.

2. Assess the implementation and potential outcomes of the BCF based on the processes and mechanisms being put in place, given local circumstances. This assessment would include indentifying enablers and inhibitors to implementation.

3. Estimate the impact of different levels and types of BCF expenditure on system-level outcome indicators.
