Abstract

This study points out that the "Dutch Miracle" or "Mirage" analysis of the existent ones has some limitation of dichotomous concepts in analysing the socio-economic changes in the Netherlands since the 1980"s. To assess the Dutch model more accurately dynamics between key institutions must be seen as an important factor. To do this, this study looks at the change in the industrial relations, social security policy and labour market policy in the Netherlands and explain the interaction between institutions using the concept process of "policy learning". In conclusion, the Dutch model can be seen as reconstructing the relationship of work and welfare from "welfare without work" to "welfare to work", and using a method of "flexicurity" to achieve this goal. The implication the "Dutch Model" has on the Korean policy formation is as follows. First, institutions other than social welfare policies, such as labour laws, can be used to achieve social security of flexi-workers. Second, the general notion of reducing labour costs is not one sided and can be approached differently.
