Abstract
This report examines how public funds are used to support the mobility needs of disabled people in the UK, with particular focus on access to the Motability Scheme and wider transport provision. Drawing on consultation evidence from disabled people, carers, and representative organisations, the report explores financial, procedural, and practical barriers to mobility support. Findings highlight the central importance of accessible transport for independent living, employment, and social participation, while also identifying inequalities in access to mobility assistance across different groups of disabled people. The report makes recommendations for improving the effectiveness, accessibility, and equity of mobility support provision, including greater scrutiny of the Motability Scheme and enhanced alternative transport options for disabled people.
